Contract-to-hire vs permanent: which model fits which role?

8 Sept 2026, 4 min read

Choosing between permanent hiring and contract-to-hire (C2H) is less about cost and more about certainty. How sure are you about the role, and how sure are you about the person?

Permanent hiring: when the role is core

In a permanent (FTE) hire, the person joins your company as a full-time employee, on your payroll from day one. It suits roles you need for the long term, where continuity, culture and deep knowledge of your business matter most. You interview, make the offer and employ the person directly.

Contract-to-hire: when you want to see performance first

With C2H, the person starts on a fixed-term contract through a staffing partner, then moves to your payroll once both sides are sure. It suits important hires where you would like to see real work before committing. The partner employs and manages the person during the contract, and you convert them at the agreed point.

A quick way to decide

Ask three questions. Is this role central to the business for years? Is the skill scarce enough that you cannot afford to lose the person? Would a few months of real work change your mind? If the first two are a yes and the third a no, go permanent. If the third is a yes, C2H gives you room to decide.

Where contract staffing fits

If the need is a project, a seasonal peak or a short-term gap, and you do not plan to keep the person, straight contract staffing is the cleaner choice. You set the duration and headcount, and the staffing partner handles payroll and paperwork.

Whichever you pick, agree the terms early

Decide the contract length, the conversion point and who owns payroll and compliance before the person starts. Most C2H problems come from terms that were never written down.
